At the International Monetary Fund (IMF) conference in Tanzania on March 11th, Director of the World Bank Ngozi Okonjo-Iweala said the “developed world has a responsibility to try to help the continent to weather the crisis,” and called for “0.7% of stimulus packages.” At a UN conference at the end of April, Abdoulie Janneh the Executive Secretary of the Economic Commission for Africa (ECA) said the “social effects of the crisis will be particularly hard felt in Africa because there are little or no mechanisms to cushion the effect on ordinary people such as unemployment benefits or social security arrangements.”
